Application and information

Please only complete this form to inform us that your business wishes to refuse or reduce the amount of Covid-19 Additional Relief (opens in new window) applied to your business rates account for the financial year 2021-2022.

For the majority of business this would be because by accepting all or some of the relief the business, at group level (e.g. holding company and its subsidiaries) would exceed the permitted UK Subsidy allowance thresholds.

Guidance on UK Subsidy allowances specific to Covid-19 Additional Relief

In summary a business at group level (eg a holding company and its subsidiaries) can receive over a three-year rolling period, 325,000 of special drawing rights, (which equated to £343,000 as of 9 December 2021), of public subsidy which is known as the Small Amounts of Financial Assistance allowance (SAFA).

In addition, there are two further subsidy allowances specific to Covid-19 Additional relief:

  • The Covid-19 Additional Relief Fund Allowance (CARA) which permits an economic actor to receive additional relief of £1,900,000 for COVID-19 related losses which may be combined with the Small Amounts of Financial Assistance to permit an allowance of £2,243,000.
  • The Covid-19 Additional Relief Fund Further Allowance (CARFA) may still enable an economic actor a further £10 million of COVID-19 related subsidies on top of the £2,243,000 allowance subject to demonstrating the relief relates to uncovered fixed costs and has experienced a decline in turnover during the eligible period of at least 30% compared to the same period in 2019.

Stopping fraud

The government and Salford City Council will not tolerate any business falsifying their records or providing false evidence to gain this relief, including claiming support above the exemption threshold. A ratepayer who falsely applies for any relief, or provides false information or makes false representation in order to gain relief may be guilty of fraud under the Fraud Act 2006.
